Yes, cars in Colorado can get pulled over for having rusted holes in the exhaust, but thats an emisions ticket, not inllegally modified.

Sounded even better when the hood flew off one morning on the way home from work. that morning the ride home had a severe "spincter factor" rating.
There is a lesson here...just becuase you need a car really bad is no excuse to buy a beat up Rabbit for $300.
Engine was good though....
