They are both illegal, but 140mph is grounds for being arrested while 60 is a slap on the wrist and a small fine. Big difference.
you can also get arrested for going 60... if you hit small children crossing the street... or if ur going 60 on a school zone... what else? oh yeah, go 60 and rear end a cop, i think you'll get arrested for that too.
