Certainly the higher revs, around 2000, are normal immediately after starting, but they should drop back to 750 within a few seconds. (the cooler the engine, the longer it'll take to fall back to idle speed)
The revving up to 4000 on its onw is definitely not normal....sounds like Chris99SVT may have the solution.
