Well, now you've got me confused. Are you saying there is more exhaust available to spin a turbo at 1/4 throttle @ 4000rpm than WOT @ 3000rpm?
..or are you just stating that "velocity" is not the right term to describe the phenomenon that forces a turbo to spool up?
