Hey, I live in Alexandria and I have the same problem. I think the regulations on emissions here is part of it...the pumps all have those fume stopper thingys on them and some tend to be really sensitive to back pressure. I deal with it by not quite fully inserting the nozzle (sort of dangerous on its own, I know), not using the auto-fill lever, and just being patient.
