The TC (NON cable Stretcher) doesn't cut spark and fuel till above 53MPH. It applies the brake to the slipping wheel so torque is transmitted to the wheel with more traction. Still, it doesn't always work smoothly. An explaination should be in the Owners Manual (IIRC)
