OK, this is going to sound like a stupid question, but is the front splash guard (under the front bumper) supposed to be loose or attached?

it should be attached on each side to the unner fenders by two screws and to the crossmember by about 7 or 8 screws. the front of it actually sits on top of the lower part of the front bumper..

Decontented in later years so probably wasn't absolutely necessary. Usually the rubber "spoiler" or splash shield under the bumber was to icrease air flow through the radiator. It creates a lower pressure zone under the car and allows more air to flow through radiator and out of engine compartment.
Like underhood insulation, it isn't completely necessary.

I completely disagree. Another thing it does is keep high speed air from entering & pocketing in the engine bay, thus lifting weight off the front end. That would be a very important feature for safeties sake! It also helps decrease drag.

You may be right, but Ford disagrees with you. They decontented it.! Since my SE is limited to 112 MPH, and I don't often have the opportunity to drive that fast, the lift problem doesn't seem to be a problem for me. Since I get 32MPG Highway, drag doesn't seem to affect me either. I know anecdotal evidence doesn't prove anything, but still, I haven't noticed any detriment to not having it.

I think it's important to note that the splash guard on the SVT's is different from the ones on a standard contour. So it might not be an issue on 112mph limited contours, bu tthe SVT goes much faster

So I should be talking to the dealer about reattaching it after they did the work on my steering rack then?

If they broke the (Torx head))screws (or left them out) that hold it yes complain, else do it yourself. BTW is it a splash guard or an aerodynamic shield device? I would go with splash guard as the major function

I took mine off. I found it is much easier when trying to change the oil. Plus (and it could just be my imagination) I found that I can coast better without it.

On my 96SE I have the problem when water hits the drive belt, I loose my power steering and alternator for 3-4 seconds. The drive belt slips, I here a squeel and I get my power back.
This only happens at slow speed through large puddles of water. I believe this was fixed on later model contours.
It was scary... one day I was taking a slow turn and lost my power steering and had to arm-strong the steering to miss hitting another car.
