Decontented in later years so probably wasn't absolutely necessary. Usually the rubber "spoiler" or splash shield under the bumber was to icrease air flow through the radiator. It creates a lower pressure zone under the car and allows more air to flow through radiator and out of engine compartment.
Like underhood insulation, it isn't completely necessary.
