I'm going to Michigan in a couple of weeks to pick up a used SVT front and back bumper for my
contour. After i pick it up and am trying to come back into Canada, do i need to declare it?
If i do, what kind of tax will they charge me on it? Should i even bother declaring, or try my luck,
sneaking it in?

For most items like this, you will have to pay a duty. I think it's like 6% or something like that. On top of that, you will have to pay GST on the Canadian equivalent of it.

I believe auto parts duty free but PST + GST will be payable, make sure you get a receipt for the value you wish to pay tax on.
Pretty hard to sneak a couple of bumpers across border unless they are installed, same colour as car, and old ones are left behind.

HOresy is right, I've looked into this stuff myself.

Autoparts that are made in the USA are not duty taxed. They will be if they aren't from the states. PST & GST will be taxed on the value in which the item is declared. Thus you shoudl ask the seller to make up a fake bill, with a lower price, and then you would have to pay the taxes on that lower bill.

I woulnd't try to smuggle them, if you CAN fit the bumpers, and they for some reason pull you over. They are gonna rip apart your car, and not even put it back together.

I believe the key to importing "otherwise NAFTA" parts etc. is that they are 'labled', as to origin. If not, for sure there is a duty. That is one reason that Cdn. dealer prices are often significantly more that the exchange conversion on some (most) parts and not on a few (Cdn. made)parts. I have noticed this, particularily on some Ski-Doo parts. I believe also, that a 'friendly wrecker' can bring in some parts with less hastle, i.e. a NAFTA assembly, and remove the unmarked part.
