My car was manufactured 8/97 and has this issue. It's a 98 model year. Searching around, I've found several complaints on the NHTSA.gov site, from one person who has a 98, but his vehicle was manufactured 5/97. I called Ford about the 99M03 Owner Notification Program, they said that since I wasn't in that "model" year, I wasn't eligible for the added protection. My harness is completely destroyed, and I'm not going to pay any amount for a new one (I could change it myself.) I submitted an "official" complaint with NHTSA after spending 30 minutes on the phone with a rep trying to determine if there was an ongoing investigation. Right now, I'm not sure what to do. I'm not driving the car anymore, and realize that I can't sell it as long as it's in such bad shape. Not to mention the 1380 and 1381 codes. Frustrating.
