I don't think it was staged. I mean, how could you possibly close all those roads.
As for Irish folks, they were just heading home from the pubs.
I did the Dublin - Donegal run in the afternoon and saw less cars during that whole trip than I do with my daily commute to work (29 miles of pure hell).
