Ram air is a pipe dream. The speed, intake shape, and scoup required are not feasible on a street car.
Your best bet is making a cold air supply for a filter box or partially enclosed filter area.
This can be done by a scoop or funnel in the lower air dam area and a hose to supply the cooler air to the filter area.
