Exactly. When you take out the bench and fold the seatbacks down you'll see that they come right against the front seats. No room for flip-up bench there!
As well, I'm sure Focus owners don't have to fish their rear seatbelt buckles through tight holes every time they move the thing. Needless to say it would be very dangerous to relocate those..
