On topic, each state has its own different regulations. For example, depending on what government agency you ask, PA is either 70% or "can see through both front windows". Gotta check with your state DMV or DOT.
If you are looking for mods, read the topics in the "Performance" forum and check the "Parts Sources" on the main page. That question is entirely too vague for anyone to give you a good answer, because it depends on your budget and what you are trying to accomplish. If you want to ask about specifics on particular mods, first search for them (searching one forum at a time, like "Performance" and "General Mods") and if that doesn't answer your question, come on back and ask away - somebody is bound to know what you need to find out.
EDIT (didn't read your second post at first) - There are 3 main catbacks readily available for the Contour: Borla, Bassani, and Brullen.
