What the hell? I turned my rotors at 32000 becuase the steering wheel would nearly fall off when braking from 35 and up, it was cool until about 40,000 when it would wobble again when braking from 50 and up. I waited until 42,000 to have my rotors replaced (they were too thin from being turned the first time), but now the brakes vibrate horridly at 60 and up even when i barley rest my foot on it and i have 45,000 miles. What could cause the rotors to keep warping so quickly?

A few possible reasons:
1. Cheap rotors -- doesn't necessarily mean you didn't pay a lot for them. I've dropped over $400 on KVR cross-drilled all around in 1999 and the fronts warped after about a year. They were paper weights after that. Choice of pads can really affect the rate of warpage, too.
2. Over or unevenly torquing the lug nuts.
3. The calipers are frozen/stuck on the caliper slide pins, causing the brakes to never fully release from the inside of the rotor. The heat cycling will warp cheaper rotors.
4. The stock rotors are just too small for the car. SVT sized rotors would really help. Can you say BAT big brake kit? Minimal investment for much better brakes. It does require you have at least 15" wheels, so if you have steel wheels this wouldn't be such a great solution.

Lance's comments are right on the money. I installed a set of EBC sport rotors on the front of my car at the end of January this year. By the end of April (approx. 3000 miles) my front rotors were starting to warp.
The warp was barely perceptible in low speed street driving (below 40 mph). It became much worse once the brakes were warmed up.
Loosening and re-torquing the lug nuts improved the situation a little bit. Eventually, I replaced the front brakes with SVT-size rotors. [I bought new caliper brackets from Bill Jenkins.]
The EBC rotors were good while they were new. If the grooves (slots) stopped short of the outer edge of the rotor they might not warp so easily.

All you need is the new rotors and new caliper brackets that allow your existing calipers to sit on the outside of the new, larger rotor. It's a very simple upgrade.
The brackets are around $160 for both from Bill Jenkins. If you call him, he'll know what you're talking about.
The BAT big brake kits are just this: New rotors, pads, and caliper brackets.
