How many miles on the car? Some of the items we loosely refer to as recalls are actually extended warranty items by Ford where they will fix something up to a certain age/mileage
if and only if , it has failed. This link to alldata.com certainly lists the heater (fan) switch, resistors and connectors as being a problem with your year.

I think a further talk with dealer is necessary or call Ford.
If you want to, or end up having to, fix yourself I suggest you start at resistor connection, behind glovebox, and use a multi-meter to determine if it is switch or resistor problem. Post again if you require more help on the specifics.
