According to the Ford TSP (Technical Service Publication), the fuel pressure should be as follows for a 1996 Contour/Mystique (both 2.0L and 2.5L):
KOEO (key on engine off): 29-32 psi
Hot Idle: 30-32 psi
30 MPH: 30-32 psi
55 MPH: 32-35 psi
