Hmm, 3.0, 2.5 heads, (high CR, small valves) 2.5L LIM and 3.0 UIM, then quasi-dual exhaust. confused

Let the motor breathe, then choke it down, then let it breathe again, then choke it down again w/ the quasi-dual exhaust? Why?
