Yes, the valves are electronically lifted (and lowered). The fear of power failure is not so bad since I believe the zetec is non-interference (or at least in this case)
I have no clue if this is turbo-ed or not, but it is not likely in my opinion. GDI's tend to run really high compression anyway.
BTW the CSVT was slated for some of the fun tech stuff, but cost won out. Everything on the SVT is pretty much off the shelf.
