Thats what I was wondering. IIRC, that style of Civic has a license plate box. Considering that the area is now smooth would tell me someone removed a fiberglass or plastic item and replaced it with steel and bondo. Since without the plate you won't really be legal, why not just remove the box and leave it be? Did they strip the paint off and then prime it, or just prime over what they had.
