No, in Europe, it seems the goal is to fit the smallest tire on the largest rim (width wise).
I've seen pics of a 215 series tire on a 9" rim. Yowza.
Also, half the time the wheels stick out farther than the fenderwells, kinda like a low rider with 10" spacers.
