It's not quite that Lance has had it, though he will change the site some(like probably get rid of off-topic, not a bad idea if i do say so myself, even though i do use it) if/when it gets back up. It's more the fact of some1 to host it. If some1 could get a T1 connection(don't colleges use this, and if so can't a college student host us?) then Lance would probably still moderate.
