Don't count on it. I'm not sure how NY works, but if IL discovers that you have a ticket in another state (part of the NVC is to report tickets to the DL issuing state), you are assessed that violation in IL as well. 3 moving violations in any 12 month rolling period nets you a suspension. We don't play around.
