They don't specify where it's legal or illegal, simply tell you to "check local laws". There's a few websites that list where they are legal or illegal.
A lot of the laws are a bit vague. They say scanners are only illegal if used in the pepretation of a crime. I guess an officer could argue that speeding qualifies. But they said people getting ticketed for scanners is rare to begin with.
