Like no one really thought before this that we had attack plans for Iraq. (Or perhaps another few dozen places on the planet?)
It is a non-story. We have all sorts of plans, to do all sorts of things.
The story is very short on details, and it seems to me, an attempt to make something out of a slow news day.
And of course the president doesn't have a plan on his desk. He looks at those "elsewhere"
