I am a Gov. purchasing agent, and we rarely do purchase from companies such as Home Depot. We do have 'Mandatory Sources of Supply', agencies like JWOD or GSA. Unicor also. These are generally inmate or handicapped made items, and they have it all. Home Depot would be used only for small purchases, ie. anything under $2500.
