These mod chips are also used to play non US titles on the PS2. They have a very legitimate reason for being used.
The XBox has alos been cracked, I have heard there are chips available (or soon to be) and people are now burning games on CD and DVD depending on the amount of data.

Does the PS2 run off a PROM or EPROM ?? If so, then there might be some way to reflash it. I don't have a PS2 so I'm guessing here and probably not helping the thread at all. Sorry. Wouldn't it only be software piracy if you actually copied the game? Making your system able to read the disc doesn't mean you have copied any games!

It is completely legal to make a thousand copies of software/CD/DVDs you own. However, if you start to give them to people or whatever, it becomes illegal.
Burning PS2 games requires a rather expensive (compared to CD-R) DVD-RAM disc and the drive to do it. So the mod chip would simply be nice so you can play import games.
