When I was 20 I decided if I ever became President, I would ban the age of 20. It just wouldn't exist anymore. You'd go straight from 19 to 21. 20 is the worst, you can't use the "I'm just a teenager" excuse to get away with stuff, and you aren't legal yet. Yep, I'd just ban it. Some might just try lowering the drinking age, but that'd just be way too easy.
