Actually, the Gov't never pays like that. The infamous $100 Hammer and $500 Toilet never really happened. They buy a $10 hammer , claim it was $100 and put the extra 90 towards black-programs. How do you think the Stealth Fighter/Bomber programs (500Billion) got built without the media and most congressmen being any wiser? Its creative accounting like the 100 dollar hammer. laugh

If you want an interesting read on how those things work (along with the development of the Stealth Programs) read "Skunk Works" by Ben Ritchie. He was one of Lockheeds brightest and pushed for the Stealth programs. He rcounts thier creative accounting quite beautifully.
