I didn't see anything in the original post where Home Depot had signed a contract to supply the Federal Government with their wares. It would only be then that they would be a "contractor" and any "rules" governing contractors would need to be followed by Home Depot such as diverse workforce, etc. They are refusing sales to "private citizens" who just happen to be government employees. That's what doesn't make sense.
