You may want to look into irq settings in the bios, you might be able to force an irq onto the pci slot your network card is in. Also you might want to try updating drivers for all your pci devices including the network card. I've had a problem with some Dell's we got here at work wouldn't work properly out of the box, but updating the nic and sound card drivers resolved that issue (sometimes the sound card wouldn't work, sometimes the network card works, sometimes they both work).
Just a thought, or if that doesn't work I'd try switching the network card around to another available pci slots, depending on what slot it is in, they might share an irq with an adjacent slot (or an agp or isa slot).
