That's all relevant to the conditions. If I'm coming to work and traffic is flowing at 80, then I'm doing 80 with them. If it's crawling at 40, then I'm crawling, too. I doubt the average motorist can make snap decisions at 90 because most can't make them at 35. If this guy is doing 90 it better damn well be because he's with the flow of traffic (and yes, traffic does flow at 90-100 out here quite often - 30 over isn't exactly rare).

Personally, a good rule of thumb to me is stick witin +/- 10 mph of the rest of traffic. That way the variance isn't so great as to make reactions impossible for yourself or others.
