You tend to get that way working the street. I don't think anything in here was offensive or rude anyway. At least nothing directed at me was....

"It shall be unlawful to sell or offer for sale any (i) muffler without interior baffle plates or other effective muffling device or (ii) gutted muffler, muffler cutout, or straight exhaust."
This sounds like Bassini would be OK. It has a "louvered core" which is an "effective muffling device" as could be proven by removing the mufflers & comparing decibles. I would fight this one. Sound is subjective unless he measure it. Did he look to see if your tips were in (probably not). If not, put them in before going to court. Invite the judge listen (tips in) - it is a bit quieter than what the cop heard.

If it had been me (I would not give a ticket for this unless it was really obnoxious, or I had some other reason to piss you off- known drug dealer, etc.) I would have taken polaroids of the system installed as-is when I wrote the ticket. Also would have had you run the car so I could get it recorded on audio (in-car cam). I tend to be rather thorough. If I write a citation, I am not likely to lose in court.

Well first off you were in VA. One of the worst states in the nation to have a modded car. The reason they are being pressed now is because they killed thier Luxury car tax and now they need $$$. So if you go there and your car is hooked up. Be prepared to be pulled over at least once.

But there are no baffels to remove. The tips are an optional part of the system and the muffler is functional without them. As far as pictures, they would need to be close up - the resonator tips are subtle from the outside. I'd still fight this one. The Bassaini is not nearly as loud as alot of stuff running around (Im in Virginia too).

That is what you get when you take the resonators out. They are there to prevent tickets. It is MUCH louder without the resonators. I've been given a warning also because the Bassani exhaust is HELLA loud without the resonators in. But I had the resonators in my trunk and pleaded with the cop to just let me put them in. I did this and turned the car back on and it was quieter and then he let me go. Jared

Just one question, none(that I saw)of the laws mentioned above stated being illegal on city, residential roads. They all say 'highway' is where the law applies. Does that mean, by the governments point of view, all roads fall under one category? Is the term highway used loosely in the afor mentioned laws or is that the only place those specifications are intact? Did any of that make sense?

LOL, when i had the bassani on my SE a cop stopped me, and said it was too loud, etc... told him it was stock and i had a SVT, he looked and said "damn they are making loud cars these days" and said, well dont hammer on it and let me go!! hahahahahahhahaha

Did any of that make sense?  The law in IL: (625 ILCS 5/1-126) Sec. 1-126. Highway. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel. (Source: P.A. 76-1586.)
Most states treat this in similar fashion. This means that if the roadway, parking lot, whatever, is publicly maintained, it is considered the highway. IL also has some quirky laws regarding where we, as officers, can enforce laws. For example, I cannot give you a speeding ticket for driving 60 mph in a mall parking lot if the mall employees or contractors maintain that parking lot. That would not be considered a "highway", since it is not publicly maintained. However, IL statutes do provide that I can cite you for reckless driving, even on private property; and in this case, that is what I would do. I can also cite for DUI on private property. These are the only 2 exceptions in the Illinois Vehicle Code.
