Thanks for the advice guys. I think I'm going to tell him tomorrow he needs to find it a new home, or put it down. I almost wish I wasn't friends with him so I could just call the cops and let them take care of it. I don't want our dogs to end our friendship as he is a good guy.
At the same time my dog bit him pretty bad as he was laying on top of his dog as it tried to end my dog's life. It's a tough situation, he even said he was going to put his dog down, but as I was talking to him after it happened he mentioned "locking him in his cage 24/7" so I fear he won't do anything about it and the situation will only get worse.
What do I if he says he won't get rid of him or put him down? Do I threaten to call the cops and of course I'd have to if he wouldn't listen. This is way too complex. Strangly the fact that my dog bit him makes me not as angry...
