Personally I think dogs like that are so unsafe. Could be you next time. My dad was playing with his cat & the cat bit him on the arm. OK no big deal right? Well my dad had the bite checked out & now his cat has a record! If he does it again he is a goner! (the kitty has all shots & is very well taken care of) We joke about it but I guess they take these things very seriously.
I would at the very least take your dog to the vet & that way there will be a record of that dog attacking. If it happens again the dog will most likely be put down.
I say buy you neighbor a nice shiny shovel & when he asks what it's for say it has two uses. One to hit your dog over the head and two to bury it.
Or you could be more subtle & after your neighbor goes to bed dig a grave in the community yard & put out a head stone with the dogs name on it. I think he will get the hint.
Don't get me wrong. I feel for the dog. It really is the owners fault.

Report it to your landlord. Let them be the bad guy. Also mention that he does not have the required insurance & if the land lord does nothing about it & they are aware of the problem then they will be liable in the future.

Plus very important! Have every conversation with the property manager documented! & you keep a copy as well. I can not stress how important that is!
