first...I think you should appeal to he reason.
Tell him he needs to change up his dog. Second tell him that his dog no matter what he thinks could easily attack and kill one of his children or a neighbors child. Stress that fact that he is responsible for animals. Do this calmly and be understanding that he most likly is stuck in hard place.
