I believe defense is closer to 1/3rd of budget.

I'm sure welfare is a bit more than 1%.

I don't believe the Federal Government pays the whole thing, but instead mandates a minimum the states must provide.

So please, look at a percentage of the entire tax burden, state and federal as well as the outlays, when looking at welfare costs.

What I want to know is how many of those welfare dollars actually end up in the recipients hands. Or, in other words, what is the overhead percentage of providing welfare?

However, in my opinon, defense needs to be close to 100%
of the Federal outlay.

Why? That is the number one responsiblity of the Federal
Government. That and foreign policy, and of course three
branches of Federal Government.

Building roads, stop lights, setting national speed limits dictating
what states should spend on welfare, etc, are not really the responsiblity of the federal government.
