Been on vacation . . . sorry for the late response.
As for how much it set me back to cut the fender, it cost me nothing. I did it along with some friends who have a body shop and we decided to have some fun over a weekend.
I pull almost (and I mean ALMOST) 29 m.p.g. on the highway, and I'm a pretty demanding driver.
I also just ran a 15.90 at the track with the tires spinning in first (dang, those Pilots don't hook!).
I have no other performance mods other than a KKM air filter. Don't know if those numbers are impressive for an SVT, but I do know that she runs a helluva lot better since cuttin' that hole.
And there are sufficient water drains in the scoop so I don't get a snoot full in big puddles and downpours (and we've been in both at highway speeds). I suppose you might not call it "ram" air, but it's definitely a good cold air setup.

For your thoughts! *Where does the air enter for the heater system? *Which way does the 'scoop'for the air cleaner on a NASCAR race car face ? What part of the car are both of these positions close to ?Is there a natural 'blow' in this position ? Think about it!!!

I was waiting for Terry to chime in on this one... I remember the looong conversation we had over coffee on this subject a few months back.
Does anyone know how fast you have to be going to get a positive pressure from the ram scoop? I think you will be surprised.
NASCAR and quite a few other forms of race cars take air in "downstream" versus head on... the reason really has nothing to do with how much air is being taken in, but rather how the air flows into the intake. To put it in simplest terms you are going to get more power out of a calm air then you will get out of turbulent air.

When I took my wheelwell resonator out, I looked at the possibility of putting a foglight ram air tube in. Unfortunately there's a fender mounting bracket that makes it hard to get any decent sized tube from the foglight hole to the intake passage.
I also did some calculating and concluded that at 100 MPH, the total wind force against the front of the car is around 400 lbs or less, which means the average ram pressure is only 0.1 PSI! Of course, pressure at the bumper will be higher while pressure on the windshield is lower. But it looks like there's not a whole lot of point to a ram intake at less than racetrack speeds.
I still have an itch to try it, though. It has to be better than the stock plastic resonator with its ~58mm intake opening.
(What I've got now is half a resonator -- the thing was press-fitted together, so I unsnapped it and I have the part that mounts in the inside wall, but the wheelwell chamber is all open on one side now.)
