Air flows up at road speeds; water, not so
much. You can work around it and provide a
drainage point if you're worried about it. I
have also seen an assembly that blocks water
but allows air that some of the import kidz
have been using for their speed-bump-scraping
super-low cold-air intakes. I think AEM makes
one.
