so if i take this piece of that u people are talking about, will i get a better sound out of my car? U know what i mean by better, sounding less like my grandmother's corsica is what im aiming for.

Removing the restrictor piece under the filter and the hose from the fender to the airbox will get you a lot more sound. I've had mine like that for 2 years and no problems. Not much for power, but mine got a lot better throttle response. MABYE a little more power in the high end. BTW, the plastic piece under the filter will just snap off, just give it a good pull and it comes off. It will snap back in if for some reason you want to put it back in.
