Talked to the IR guys, even the admin, and they have no idea what is wrong with my computer, as all of my ips and DNS stuff is right! They said if i figure it out to call them and tell them how i did it! Hah, i feel so proud

first off, do you have QOS on or off?

what is qos? remember im not that familiar with networking

they game me a copy of an old version of netscape to put on and see if that works but i dont think that it will since you can get on the internet on my computer if you are not logged in as the local administrator or my username

Right click " my network places" select properties, and now right click on your local area connection and go to properties. Scroll down in the "this connection uses the following items"
you will see QOS Packet Scheduler , just uncheck it or uninstall it. let me know if this works if not we try all the other stuff
