it is for emissions... far as I can remember any one with a Zetec with VCT that has tried to remove it has cause a CEL doing so. it doesn't hurt performance but from what I learned on the yahoo email list for the Zetec that the Lotus 7 guys didn't want it cause they were less responsive to mods than the non VCT Zetec.
