It's hard to say what it could be without getting my hands on it. Like Kaiser said in the SouthWest forum, try giving StreetFlight a call. We can meet you there and it's only like $55 or so for a 30 minutes session. With that we can measure power curves, Air/Fuel ratios and some other stuff.
I believe his OBD-II scanner will read OBD-I also (I think that's what the '95s used) and we can check various sensor values.
