If not enough air is getting into the wheelwell, you can either remove the flap on the fiberboard under panel -- the hinged cover that goes over the tow hook -- (mine fell off by itself), or if you don't have fog lights you can replace the fake grille pieces with real grille. The filter sits about a foot above it so it shouldn't let much water or anything into it, but you might want some fine mesh to keep out leaves and bugs.
