I just tore down my zetec. I found a piece of flat stock aluminum to keep the cams statically locked by placing it in the grooves at the other end of the cam. After I marked the pulleys, and removed the belt, the cams would rotate. This does NOT allow you to remove the cam pulleys... need to rig up something different for that. You have to remove the cover so you can reindex the cams, and can double check #1 at TDC by riding a long shanked screwdriver on the #1 piston.
