I don't know much about this, but basically i think this says that 98+ contours do not have this problem, being that they both have 99 contours. So basically, I'd say it's a normal for 95-97 contours, being your contour is not 98+. you yourself said that they started installing twin fans in 98+ contours. correct me if i'm wrong.
