People from FocalJet ( guys with focus's) put our valve covers on there cars??  Have no idea why!!

My 99 tour has a silver (gray) valve cover but no plastic piece- HA!

wrong again ..... my 98 is painted WHITE, WITH spark plug cover on it, AND it says VCT on it. so yes I have the exaust vct. Weird hey.?

This should clarify it better. The VCT engine is not rare rather it's the newest Zetec 2.0L design. The earlier 95-97 US engines did not have VCT therefore they are without the sensor to the passenger side of the engine. On 98 and up engines that got the VCT engine, they have this sensor along with the spark plug cover stamped VCT. You can remove the cover and the rubber boot pops out of the plastic, reconnect it to the sensor without the cover. Very easy to do as I've done it. I will probably keep mine off if I go with colored wires. FWIW

I have VCT on the valve cover itself, but no cover for the spark plugs. I also do not see a sensor. My friend teases me and says VCT stands for "Very Crooked Timing"
