Please don't flame me for speakin out what I believe, but I have heard that a smaller wheel of the same weight as a larger-diameter wheel will spin up faster. Intuitively, this makes since since there is less mass to accelerate.
The problem with this is that a smaller wheel means a larger tire. You could end up with more or less mass to accelerate, or you might end up with the same or less.
I know from experience that a smaller diameter wheel will accelerate quicker because the mass is physically closer to the axis upon which it is being spun (the axle - where the centercap is).

The FocusSVT wheels are nice and clean and I would get them if the wheel/tie combo was under $1000 (and I didn't already have aftermarket rims/tires).
Honestly, I don't think you will notice much difference (you might hear some difference in roadnoise or feel some vibrational difference on the steering wheel). Tires will make more difference than the wheels will.
BTW - it would help if you spec-ed your car so we could tell which 15" wheels you have =)
