Often it does.
Also you need to avoid any wheel cleaners that are acid based, sush as "Wheel Brite". Whatever cleaner you use, make sure the wheels are not hot. It helps to spray them off with cold water before using any cleaner. Don't leave any cleaner on too long (I never do more than two wheels at a time, and usually only one at a time). Rince thoroughly with cold water when done.
In caring for your wheels, keep in mind that the factory finish is essentually the same thing as the base coat / clear coat finish on your paint. The finish responds to the same things that the paint on your car body does. The wheels are exposed to much harsher conditions though.
