don't know if it'll help, but a while back i was looking to do the same thing. after playing w/ the weights and package sizes for a little bit, it looked to me that if you sent the four tires as two packages of two, the total shipping cost was around $60 or so. do it as one package of 4 or 4 packages of 1 and the priced jumped to closer to $100 like you said.
not sure if this would still apply or not, but it's worth looking at.
